Enable POS payments onboarding feature

Description

As there are no blocking issues for POS payments onboarding, the local feature flag is enabled for all merchants who can access POS which is under a remote feature flag. Release notes are not added since this isn't a public feature yet.

Steps to reproduce

Would be great to do a confidence check.

Prerequisite: the store is eligible for POS, and doesn't have payments onboarding completed

Go to Menu > Point of Sale mode
Tap Connect your reader --> the correct onboarding UI should be shown
Try completing the onboarding --> after completion, it should proceed to connect to a reader
Try making a payment
