Fixes following fatal error on payment gateway settings page by checking if module exist before using it:


Fatal error: Uncaught WooCommerce\PayPalCommerce\Vendor\Dhii\Container\Exception\NotFoundException: Service not found for key "axo.smart-button-location-notice"
