AXO: Disable Fastlane for subscription products (3295) #2358

Description

This PR disables Fastlane for subscription products.

Steps to Test

  1. Enable Fastlane.
  2. Activate the WooCommerce Subscriptions plugin.
  3. Enable PayPal Vaulting.
  4. Add a Subscriptions Product to the cart, and navigate to the classic checkout as a guest.
  5. Confirm that the regular PayPal payment method loads correctly and the Billing Fields are not disabled.
