Remove Giropay references due to deprecation (3327) #2379

Description

The Giropay payment method was deprecated by PayPal and should be removed from the plugin.

Steps to test

  1. Set the store country to Germany in WooCommerce → Settings
  2. Open WooCommerce → Settings → Payments → PayPal → Standard Payments and confirm there is no "giropay" option in the "Disable Alternative Payment Methods" list
