No paypal payment option, if express checkout is disabled. #2610

Describe the Bug

PayPal is enabled and active, but when on the Checkout page, no paypal option is available to select. only the standard options. Classic Checkout is enabled but doesnt help at all.

When enabling "Express Checkout" it does show up, but also with all the "express checkout buttons etc".

CSS hides the express checkout buttons, but then I have the classic checkout options avaialble to select in the normal list of payment options. .wc-block-components-express-payment.wc-block-components-express-payment--checkout, .wc-block-components-express-payment-continue-rule.wc-block-components-express-payment-continue-rule--checkout { display: none !important; }

Expected Behavior

But as said, then also some other buttons appear which I dont want. the classic payment option should be ALWAYS available when paypal is enabled.
