State Code is displayed for US addresses in Edit Order screen instead of the state name

Prerequisites

[x] I have carried out troubleshooting steps and I believe I have found a bug.
[x] I have searched for similar bugs in both open and closed issues and cannot find a duplicate.

Describe the bug

State Code is displayed for US addresses in the Edit Order screen instead of the state name.

I have tested with other countries and I see the State Code is displayed only for US addresses

Expected behavior

State name should be displayed for US addresses in the Edit Order screen

Actual behavior

State Code is displayed for US addresses

Steps to reproduce

Place an order with a US address
Review the order in the backend and see the state code is displayed in the Billing and Shipping details
Place an order with another country's address (eg. Australia)
Review the order in the backend and see the state name is displayed

Isolating the problem

[X] I have deactivated other plugins and confirmed this bug occurs when only WooCommerce plugin is active.
[X] This bug happens with a default WordPress theme active, or Storefront.
[X] I can reproduce this bug consistently using the steps above.
