Add WCA Test Helper Tool to override the completion state for individual onboarding tasks #45368

Issue Description:

At present it can be cumbersome to test the behavior of the task list with different task completion states -- the task itself needs to be manually completed, which can be time consuming depending on the task.

A tool could be made in WCA Test Helper to manually override whether individual tasks are completed or not.
