Add prettier #143

Other repos enforce single quotes on yaml files e.g. autoscaler. We should align such things.

Loosk like .prettierrc (https://github.com/woodpecker-ci/autoscaler/pull/57/files#diff-663ade211b3a1552162de21c4031fcd16be99407aae5ceecbb491a2efc43d5d2) is missing in this repo.
