Fixed categories order #77

There are a lot of commits like https://github.com/woodpecker-ci/woodpecker/pull/3046/commits/025044dd2ff30510b067f244d1107983ca996935 changing the order of the categories which makes it hard to read the diff.

We could sort by priority key and otherwise by name.
