Issues/80 repo path allow absolute path configuration #83

As discussed on PR #81 this PR implements the improvement for determining absolute path for Windows OS also. The implementation has been tested on a PHP 7.4 DokuWiki (Hogfather) instance on a Linux and Windows OS.

Replaces PR #81 Closes #80
