Added the "WoolExternalVariableServiceDummy" service to the set of java tools. This is a dummy implementation of a web-service that can be used (work in progress) to connect a WOOL Web Service to an external service that can update WOOL Variables in a just-in-time fashion (e.g. right before they are needed).
