TalkBack will not start if no default launcher is selected #382

What steps will reproduce the problem?
1. Install an extra launcher; make sure & clear defaults. 
2. Reboot the device.

What is the expected output? What do you see instead?
The "Complete action with" dialogue comes up and TalkBack will not start untill 
a launcher is selected.

What version of the product are you using? On what operating system?
Samsung Galaxy S III SGH-I747m running Android 4.4.2.

Please provide any additional information below.
TB should probably start sooner in the boot sequence.
