WP Media library wrong items upload ordering

Noticed during internal call for testing (comment here pbMoDN-1oy-p2#comment-2753); note that I could not replicate it currently but we are further checking it (cc @maxme )

Expected behavior

When uploading into media library, I would expect the last added media to be on the top left in the grid.

Actual behavior

When uploading into media library, the last added media is not always on the top left in the grid.

Steps to reproduce the behavior

• Upload picture 1, notice the uploading picture is on the top left.
• Upload picture 2, notice the uploading picture is not on the top left (it’s right to previously uploaded picture).
• Wait for upload and pull to refresh, notice the newly uploaded picture goes to the expected spot (top left).

Tested on [Pixel 3 Emu], Android [API 30], WPAndroid [#13216 CI Build]

This is an upstream issue with Calypso and has been reported many times by users 🙂 please see https://github.com/Automattic/wp-calypso/issues/43840 for the latest report and check out the links in the comments as well.
