Some posts lack the 'Report this user' and 'Block user' buttons in the overflow menu #21144

Expected behavior

All posts should display 'Report this user' and 'Block user' buttons in the '...' overflow menu.

Actual behavior

Some posts do not show the 'Report this user' and 'Block user' buttons.

Steps to reproduce the behavior

  1. Open the Reader
  2. Tap on the '...' overflow menu on a post
Tested on [device], Android [version], JPAndroid / WPAndroid [version]

Tested on [device], Android [version], JPAndroid / WPAndroid [version] Galaxy S21 5G, Android 12, Jetpack 25.2.1 (1444)/WordPress 25.2.1 (1444)
