This PR updates site creation to Material3. To test:

• From the "My Site" screen, tap the dropdown next to the site title
• From "Choose site," tap "Add a site"
• Choose "Create WordPress.com site"
• Go through the flow and verify all screens appear correctly

The one oddity I noted while testing is unexpected casing and spacing in the site plan selection UI, but I'm unsure if it relates to these changes. It may also be rendered by a WebView.

I noticed that, too, but it's the same in trunk. That part of the flow is rendered by a web view.
