Add notification actions for Sign in Requests #10023

Expected behavior

A lot of Apple Watch notifications now offer interactive buttons to quickly react to them without launching an app.

I'd really like the ability to approve a sign-in right on my Watch, especially since the iOS app provides zero additional functionality or context. It only shows a confirmation dialog with the same text and YES/NO buttons.

Similar functionality for a different notification type was added in #2036

Actual behavior

Notification on the phone provides no interactivity, can only open the app. On the Watch, the notification cannot do anything, only Dismiss.

Steps to reproduce the behavior

Sign in on WordPress.com with account protected by 2FA and wait for the notification

Having an "Approve" button on the first two would be 💯

This is something we could still do for the Apple watch.
