Reader: Empty followed sites screen is unclear when logged in to self-hosted site only #14644

Expected behavior

If I'm logged in to a self-hosted site only (not logged in to WordPress.com), I expect the Reader to clearly prompt me to log in to WordPress.com to follow sites OR hide the Following section and focus on content search/discovery (or some other behavior that is contextually appropriate for self-hosted site owners).

Actual behavior

I see the empty followed sites screen that says "When you follow sites ..." but I can't follow sites without logging in to WordPress.com first.

This is more confusing if I try to follow a site, since I will always get a "Problem Following Site" error. (I shouldn't see that Follow Site option on post cards unless I'm logged in to WordPress.com.)

Steps to reproduce the behavior

Log out of WordPress.com if you are already logged in. Log in to a self-hosted site. Go to the Reader tab. Notice the empty followed sites screen does not include any prompt to log in to WordPress.com or explanation about how to follow sites. Open the Reader Discover tab. Tap on a post to view the post details screen. Tap the ellipsis menu in the top right. Select "Follow Site." Notice the "Problem Following Site" error.
