Show `check-network` title when switch off network on listView. #19344

Expected behavior

When NoResultsViewController display the empty-result title on the screen, switch the network to disconnect.
The label will change to check-network title.

Actual behavior

When NoResultsViewController display the empty-result title on the screen, switch the network to disconnect.
The label does not change.

Steps to reproduce the behavior

  1. Launch the app.
  2. Log in with an account without any (post/media/pages) content in your site or add a new site for any account.
  3. Navigate the My Site tab.
  4. tap (post/media/pages) on side-menu
  5. turn off network
