Login with wordpress.com account shows self-hosted as an option #23463

Expected behavior

It start wp.com login

Actual behavior

It lets you choose between wp.com and self-hosted first

Steps to reproduce the behavior

Add a self-hosted site
Open "Me" tab
Tap "Log in" in the "WordPress.com Account" section
