Tab bar disappears when tapping "Viewers" for sites that have no viewers

Expected behavior

The tab bar should be visible in the empty state

Actual behavior

The empty state hides the tab bar

Steps to reproduce the behavior

View a site with no "Viewer" users

Tested on [device], iOS [version], Jetpack iOS / WordPress iOS [version]
