Move the Application Passwords entry to the current user details

Two main changes in this PR:

1. Move self-hosted sites user management code from WordPressUI to the app target.
2. Move the "Application Passwords" entry from the blog details to the current user details screen.

The application password UI probably needs an update, to fix better with the user details UI. I'll create a separate PR for that.
