Gbm cli : cleanup

This is mostly a big refactor of the internal repo package it's now three packages gh git repo

Which were more or less the same files in the former repo package. For the most part the refactor was clean but there were some areas where the go-git types ended up in the pkg packages. Ideally that would all be abstracted to the internal git package. leaving that for a later refactor.

This also add a missing step when creating integration prs where the GBM pr is updated with the integration PR urls
