[WIP] IPC channel added to check if docker is installed or not

Just a simple implementation for the ipc channel for checking if docker is installed and working file or not.

TODOS

• [x] Add check to see if docker is installed or not.
• [ ] Move check docker ipc call to useInterval.
• [ ] Add check to see if if there's a Docker daemon up
