Hello @workloads/reviewers-nomad,

This PR introduces code updates to v2 parsing logic for the upcoming Pack release.

I recognize this touches a lot of files, but I think given the unique nature of this PR (updating packs to support v2 parsing logic), it makes sense to combine them into a single PR
