Adds Pack for Datadog Agent #2

Hello reviewers 👋🏼

This Pack adds support for running a (pre-installed) Datadog Agent using Nomad Pack.

The Pack is still a bit WIP - some of the port mappings aren't responding as healthy, but given the amount of variables, I wanted to get an early review in.
