Adds Boundary Worker #20

Hey @workloads/reviewers-nomad,

This PR adds a Pack for Boundary Worker. It handles the full lifecycle (token retrieval, worker registration, worker deregistration) and announces itself correctly with HCP Boundary.

@sofixa when you review this: I'm currently working on the helper part with @joatmon08; but would love to get your initial thoughts to make sure I'm not missing major things.
