create Pack for `baedge`

To support baedge, let's add a Pack that supports the basic running of baedge-server.

preliminary TODO:

[ ] create Action to "update baedge- codebase(s)"
[ ] create Action to "reset eInk screen"
[ ] find out what capabilities are required to access the GPIO/SPI from an exec task (@sofixa)
