Adding better notifications for existing urls and output Github limit #1090

I am changing the Notification flow to improve feedback when adding an issue.

This partially solves the issue #1083.

To fully solve this, we shouldn't make any request on Github API when importing an issue, and we should make a better handling of the Github response when we reach the API rate limit.

For now this will improve the feedback to move from here.
