Arrange heatmap by average score instead of total score #13

Currently, the heat map is arranged in descending order of the total comparison score, which puts countries that have good indicators overall but many missing values lower in the table. Should we arrange the y-axis by average score instead? One potential drawback would be the visual of having rows with many missing values higher in the table.

a good point: maybe we should simply sort by descending total score and put an explanatory note or disclaimer on the figure that explains the methodology
