zoom in shiny app bug? #19

For some users when you zoom in on the map (with both scroll wheel and on-map arrows) the top navigation bar disappears. This appears to be some sort of error in rendering the bootstrap page or css and not a random flake because the error is consistent.

addressed in #22 , but follow up with original person who raised this to make sure the issue is actually fixed
