adjust wellPanel settings #32

Lots of things could be adjusted here. the padding, to allow for maximizing of graph space, also maybe even consider adding a welPanel above the map and moving some of things there (horizontally) such as title, variable, etc...

adding a title panel above the map may not be necessary if I can properly adjust the break algorithm in the legend
