make wage bill as a percentage of different measurements graph(s) #8

Create two new graphs similar to the graph discussed in #5: x = log gdp per capita y1 = wage bill as percentage of GDP, y2 = wage bill as percentage of public expenditure (new graph, not third axis)

we never talked about this graph in the review so I will at least keep the code so we can include later if we want
