iecodebook: problem in append #119

In iecodebook append, the label applied if the one in the survey listed at the top, even if the label column is blank for it and filled for the survey in the bottom:

This is an incorrect setup -- you should not have two rows where the name field has the same content (distid). They either need to be consolidated (into one row) or have different variable names.

I think this was my Stata going crazy with the version, actually. Same for the match option.
