ietestform: Check for form encryption status #164

Suggestion to check if form data is to be encrypted by whether the public key cell has a value. If not, can link to wiki or another source to set this up.

I like it too and it is not a difficult thing to implement. We would probably link to the section of the ietestform wiki page (as we do for all tests) but from there we could link to all our encryption resources.
