Removal of manual sorting #119

At the moment items can manually be sorted with drag-and-drop in the Skill view.

This leads to some limitations within the user interface and can cause race conditions when multiple users are working on the same IL at the same time.

As most Skills have more than 100 items I don't think a manual sorting makes sense and should be replaced with a more flexible table view instead. WorldSkills Kazan 2019 has indicated they don't need the manual sorting.

@ailtisWSFR Are you using the manual sorting possibility of items in the Skill view? Would you be okay if we removed it?

This would also solve the issue described in #100.
