This PR drops the travis config and sets up a github workflow to:
Verify that PRs conform to some basic rules
Run the driver through checkpatch
Build on three different kernel versions
Unfortunately github workflows do not offer ARM runners, so these are x86 builds. Perhaps later we can add that with a self-hosted runner on a raspberry pi, but for now this should be a start.
