[QA] Transaction takes longer than expected when sending asset from Scroll #2747

Describe the current behavior in detail

Checked on https://preview.portalbridge.com/712d941311/.

Steps:

  1. Prepare to send 0.00001 WFTM from Scroll (MetaMask) to Avalanche (MetaMask)
  2. Check estimated transaction time
  3. Start the transfer
  4. Check if transaction completes on time

Actual result: Estimated time ~16 min, transaction does not complete in 50 minutes. Expected result: Estimated time is close to transaction completion time.

Issue is reproducible on https://portalbridge.com/, when sending 0.00001 WBNB from Scroll (MetaMask) to Optimism (MetaMask). Estimated time ~16 min, transaction does not complete in 1 hour.

Checked on https://preview.portalbridge.com/ac2a9a0933/. Issue is still reproducible, transaction takes longer than expected, estimated time ~16 min, transaction does not complete in 45 min. Link to Wormholescan.
