Add NEAR as source and target chain #1323

Description

Expand blockchain-watcher's functionality by integrating NEAR to accurately track transactions, whether they originate from or are destined for these chains. Key objectives include identifying transactions effectively and providing detailed redeem event data for target chain scenarios.

@SamantaCasal Sami we dont have any tx for near in mainnet and testnet. Can we start mapping when we are receive some tx?
