Watcher File Naming Cleanup #15

    Love it :D

Nit: would prefer to rename chains/ to watchers/ or monitors/ (whatever terminology we're using) and move the Watcher base class there too. Open to also renaming files using pattern watchers/EvmWatcher.ts.
