[Mobs] Rare Mobs dont drop uncommon/rare/epic loot #109

Describe the bug rare mobs dont drop uncommon/rare/epic items, just trash/common loot

To Reproduce Steps to reproduce the behavior:

  1. kill any rare mob
  2. get no loot

Expected behavior Hammerspine (npc=1119) for example should drop some uncommon items (see loot table https://www.wowhead.com/npc=1119/hammerspine)

Additional context changing drop rates in worldserver config doesn't help
