User - generate contract to issue

As a user I want be able to generate a contract using a form so that I can issue it to the charity

Basic logic implemented - so status is updated. We do not currently generate documents or email them. This would be part of the implementation.

Current proposal:

• generate pdf of contract and invoice
• email generated docs to employer
