Add website/comic reading application: Raiku App #23

I recently developed a comic/manga reading app for progressive web apps and also a native version for Android similar to Tachiyomi (but it will exploit a more powerful API and run on the web platform including the iOS devices and computers) hopefully you can add it to the suggestions in this repo:
