Use LDES in LDP new Fragment function instead of custom code for new relation #9

In both Naive.ts and NaiveRebalancing.ts, when a new relation/fragment/bucket is created, use the appropriate and tested function from @treecg/versionawareldesinldp: LDESinLDP.newFragment(date)
