simple devcontainer configuration #107

Updated this PR to actually work. Unfortunately it seems that .NET 2.1 doesn't work with arm64 so I had to force the platform to amd64. Also fixed up paths and environments. This can now run the validator successfully as invoked in the GitHub actions workflow.

Looks good for now, but we might indeed want to move to a more recent version of .NET.
