(Minor Fix) Improved SS applies to SP and AP scaling, Ranged Weapon Spec no longer applies to serpent sting #1127

Serpent Sting was incorrectly benefitting from Ranged Weapon Specialization (Should be ProcMaskEmpty rather than ranged special) Improved Serpent Sting does in-fact modify all of serpent sting's damage not just base damage.
