Rewrite with Flutter? #14

This can be embedded in the windows version of WoWs Info. Since Flutter now supports Windows, it might be great to experiment with it. WoWs RS can work without admin by calling a program. However, bluetooth connectivity needs to be done in C++. I would like to avoid C++ if possible. However, it is not impossible.

This is the way moving forward. This C# client will be abandoned once full rewrite is completed.
