Indicate specific PHPCS issues in CI job

When PHPCS fails in a CI job, the job output looks like this:

Unfortunately, this makes it difficult to figure out what the actual problem is. It would be much better to show which line the error occurred on.

Done is:

• At a minimum, we indicate which line the error appears on. We may also want to share the entire PHPCS output.
