Create helpful scaffolds in WP-CLI

Some things that would be super swell to be able to scaffold via Yeoman or WP-CLI:

[ ] a 3.0 payment gateway. Would be nice to have arguments (WP-CLI) or a walkthrough (Yeoman) to specify things like if it uses the default credit card form, supports TEv1, uses tokenization, loads JS, etc. If we can codify as much in the way of best practices as possible here, that would be glorious
[ ] A tev2 theme.
[ ] A plugin that integrates with tev2.
