Welcome Screen #373

EDD, Woo, BuddyPress, bbPress (and I'm sure others) all do Welcome Screens, exactly like and utterly ripped off of WordPress's.

We should do this, too. It immediately helps users acclimate themselves with the new fancy features.

I agree and Brett has submitted code to do this - so I'll look at content.

It gives a really good way to showcase new goodies.
