Closes #559

Also dropping support for PHP < 7 and WP < 5.3

Ready for final @wp-media/qa .

Just smoke / regression to make sure I didn't mess anything up, but this is mostly changes to composer/CI matrix/Testcases, so shouldn't be anything 🤞
